EUROPEAN PARTNERSHIP ON METROLOGY

On December 1, 2021, another metrology research program, the European Partnership on Metrology (Metrology Partnership), was officially launched after the European Program for Innovation and Research in Metrology (EMPIR).

The partnership was approved by Decision (EU) 0221/2084 of the European Parliament and of the Council of November 24, 2021 on the Union's participation in the European Partnership on Metrology, undertaken jointly by several Member States, published in the Official Journal of the European Union on November 30, 2021. The Metrology Partnership is the only institutionalized partnership of the Horizon Europe Framework Program, established on the b-class metrological system in Europe, which will include:

- provided metrological solutions and measurement methods tailored to the needs, supporting and stimulating European innovation and responding to social challenges,

- support and enable the effective development and implementation of regulations and standards that form the basis of social policy.

The financial contribution of the European Union to the Partnership in the field of Metrology will amount to a maximum of 300 M €.

The program is planned for the years of 2021-2030 (the last call will be announced in 2027).

 

The partnership in the field of Metrology is managed by:

- the Partnership Committee, composed of a representative of each country - participant,

- the EURAMET Secretariat through a dedicated Management Support Unit (EURAMET MSU) and

- Steering Group of 15 members: the Chairperson of EURAMET, four members elected by EURAMET, nine by the European Commission, one by the Partnership Committee.

The detailed scope of tasks and competences is specified in the above-mentioned Decision.

The following thematic areas are planned as part of the annual calls: Green Deal, Health, Integrated European Metrology, Digital Transformation, Industry, Basic Issues, Prenormative Issues, Issues related to Capacity Building.

The main partners, the so-called internal partners are National Metrological Institutions and Designated Institutions.

The so-called external partners - universities, research institutes, industry representatives, etc. If they are entities from the countries forming the Partnership, then their participation may be financed from EU funds. It is also possible to participate in individual projects without EU funding.

The amount of financing of external partners varies, depends on the thematic area and ranges from 20% of the entire budget of a single project for projects in the area of ​​Issues related to Building the Metrological Potential to 40% for projects in the area of ​​Fundamental Issues.

The next call for proposals for project topics will be opened on January 12, 2022 and will cover the following thematic areas: Health, Digital Transformation, Integrated European Metrology, Prenormative Issues, Issues related to Building Metrological Capacity. All interested parties, including representatives of science, industry and other stakeholders, are encouraged to submit proposals for topics that fit into the scopes of individual areas.

The website contains the first information about the Partnership and the 2022 call, and in the near future all the other necessary information will be available there, such as a description of the scope of the subject areas, how to apply, document templates, guides. Through this website it will also be possible to register as an external expert to support EURAMET in the evaluation and selection of the best projects for implementation.
